Ethiopia identified poor leadership and management capacity throughout the health delivery system as a key component for health sector reform. The team decided the entire lifecycle of the hospital manager/leader must be addressed, including the barriers of recruitment and selection, training and retention. Interventions were selected based on effectiveness, cost, time to implement and political will. The delegates chose to focus on promoting more effective and consistent selection and placement of CEO's, create more training opportunities for health officers and managers and improve the retention of trained hospital CEO's. Then, they identified evaluation metrics to measure progress towards the group's goals.
