The Ghana Health Service (GHS) and Ministry of Health (MOH) hold that the provision of health services at the district health level can – and should – be improved. The position that oversees healthcare for each district is the district director of health. Currently, the 168 district directors of health are supervised by regional directors of health without frequent or consistent evaluations. While both a system and form for evaluation exist, the system is not enforced and the form is outdated, too general, and inadequately utilized. For example, forms are supposed to be completed and returned to GHS on an annual basis. However, many regional directors combine evaluations for two or three years on one form and still other forms are never completed.
While delegates considered several means to solve the above problem, representatives determined that the most appropriate and sustainable option would be to redesign the existing monitoring and evaluation system, and roll out a revised system as soon as possible.
