Will Telecom continue to charge building PTAEO’s for lines, line appearances, sets and long distance?
Yes. It is financially beneficial to the university to continue to charge buildings for telecommunications costs. The charges will be bundled by the FY10 actual line count for each building.
What Telecom items are included in the Telecommunications Infrastructure Bundle (TIB)?
Lines, sets, line appearances (add’l lines), all long distance calling (domestic and international), and caller ID. There will no longer be individual monthly billing for any of these items.
What job classifications were included in the FTE calculation?
The job classifications used to define the FTE base for the Telecommunications Infrastructure Bundle include Clerical & Technical, Faculty, and Managerial & Professional.
What is the Telecom Infrastructure Bundle annual rate?
The FY11 annual rate will be $408.00 per FTE.
What services will I still see monthly recurring charges for?
Cell phone services, voice mail trees, Pagers, ACD, IDVR, Answering Service, Yellow Pages advertising, and White Page listings.
What services will I still see usage based charges for?
Toll free access for the Yale voice conferencing service, 900 calls, cell phone long distance calls.
Are the installation charges for telephone services changing?
No. One time installation charges based on time and materials will continue to be billed for all telecommunication services.

What expenditure type will building charges appear against?

How often will the Telecom Infrastructure Bundle charges be processed?
Bundled charging for departments, programs and schools on the Central Campus will occur on an annual basis. Bundled charging for School of Medicine departments will occur on a monthly basis using BMS
How were the costs to my department determined?
The detail of departmental FTE’s can be found using BUG110A. Departmental FTE’s are multiplied by the bundle rate to determine cost. Keep in mind, the FTE rate is based on the availability of these services to the users, not on usage.
Will I still be able to obtain Telecom billing information in the Data Warehouse?
Yes. Telecom monthly billing detail for bundled services will stop, but historical detail information will remain available in the Data Warehouse Portal “ISP” folder. DWH Detail Transaction reports (including the Account Holder Report) will no longer include billing detail for the bundled services.
Since I am not being billed for individual calls, will I still need to use my TAN?
Yes. Telecommunications will be monitoring long distance usage at the institutional level and will screen for potential abuse.
I have many C&T’s without phones, can I get a discount?
No. Yale ISP Consistency and compliance rules require us to include all FTE’s in the M&P, C&T and Faculty job classifications.
Is the process for requesting telecommunications services changing?
No. You will still use START to request all services. You will notice that when you request a new TAN or calling card you will no longer be asked to enter a monthly recurring PTAEO.
Why am I still required to enter a monthly recurring PTAEO when I request new telephone sets and lines?
We need the PTAEO for the START validation process, as well as for ordering non-bundled services. A note has been added to remind you there is no monthly recurring charges for telephone sets, lines, and line appearances. Not all services related to a telephone line are part of the bundle.
Have any of the START screens changed?
Minor display changes have been made to reflect the new Telecommunications Infrastructure Bundle. For example, you will no longer see monthly rental rates for the individual telephone set types.
