hosts.allow & X window real-estate

Two questions:

I've read some HOWTO's about the /etc/hosts.allow file, but mine doesn't
seem to work. It looks something like this:

# hosts.allow This file describes the names of the hosts which are
# allowed to use the local INET services, as decided
# by the '/usr/sbin/tcpd' server.
#
telnetd, ftpd, sshd, httpd: LOCAL, .yale.edu

However, I'm still able to connect from machines outside of Yale.
Could it be that tcpd is somehow not set up right, ie, it's not checking
this file when it starts up?

Also, I was wondering if anyone knows how I could DECREASE the size of my
desktop in X-windows. Ie, the only time I can fit the whole desktop on
screen is if I'm at the highest resolution setting, but then text is too
small and stuff. At the lower settings, things are big enough, but I have
to slide the mouse around to see the whole desktop.
